Too dark for a kids' TV programme?

This scene was taken from The Adventures of Mark Twain. This very scene was based on Mark Twain's unfinished novel called The Mysterious Stranger. Apparently because of this small part of the film, the whole show was banned from television broadcast. Which country's? I don't know. I can see why but it's pretty damn cool for an adult like myself to watch. It's like a Tim Burton and Neil Gaiman crossover. But I am pretty sure that it's not as this stop motion animated film was apparently released back in the mid 80s. Perhaps they should just show it on other TV channels instead of a kids' channel.
